The goal of the National Information System Integrator (VISS) is to implement the development of electronic services and the introduction of state electronic government in Latvia

An integrator is a set of solutions that provides state institutions with:

  • Convenient possibility to exchange information between different systems in a standardized way;
  • Access to various sharing components for the development of e-services;
  • Support for the infrastructure necessary for the operation of e-services.

The portal www.viss.gov.lv provides access to the infrastructure resources of VISS and the public administration service portal Latvija.lv, which are necessary for the development and operation of e-services. The portal also provides access to the catalog of public administration services.

VISS  consists of the following shared items:

Directory of services
The catalog of services provides a list of public administration services and the ways of their provision, and the possibilities of updating them.

XML schemas

VISS XML SCHEME catalog offers registration and viewing of all XML schemas; provides an XML schema repository intended for the maintenance of XML schemas used in the institution's IS and e-services. The schemes available in the catalog can be described in detail and indicate the resources available to their partners, reducing the need for the institution's consultative work. The XML Schema Catalog also offers system request validation, which allows you to reference the appropriate schemas instead of embedding them in software executable code. Schemes for any IS in the public administration can be registered in this catalog, regardless of whether the institution uses any of the VISS functionalities.

Information systems (IS) services

The IS service catalog is an IS service register of public and private agencies, which contains descriptions of IS services and conditions of use. The catalog currently describes all IS services available for e-service processes and other service users hosted on the public administration service portal Latvija.lv. As in the XML schema catalog, IS services can be registered by information systems that do not cooperate with the Coordinator. By registering in the IS service catalog of the IS service coordinator, access is provided to the descriptions of the institution's shared IS services, which existing or future partners can use by concluding an appropriate agreement with the institution.

Authentication service

The authentication service provides public administration institutions with secure authentication of e-service users (confirmation of personal identity) using eID or eSignature cards, as well as authentication mechanisms offered by banks.

By connecting the authentication service of the public administration service portal Latvija.lv, users with one technical connection are provided with the opportunity to use more than 10 different authentication mechanisms.

Detailed information about receiving the authentication service is available in the Shared Services directory.

Payment module

Institutions are provided with a single service payment module in the development of paid e-services. The e-service "Payment module" is designed as a maximally integrable tool that guarantees a secure connection with the respective bank's IS, as well as provides a convenient traceability (whether paid or not) and informs the user (payer) about the payment status. Detailed information on receiving the e-service "Payment module" is available in the Sharing Services Catalog.

Workplace of the employee of the institution

The Agency provides a functional workplace for the employee of the institution, which allows easy administration and processing of all information received within the created e-service. The workplace of the institution can be provided in connection with the record keeping system of the institution, which forms a single, convenient processing of requests and electronic applications received by the institution and facilitates the processing of these items for the employees of the institution. Detailed information on the use of the institution's employee's workplace for the processing of electronic applications received at the institution is available in the Sharing Services Catalog.

Data Dissemination and Collection Network (DIT)

The primary function of the DIT is to facilitate the dissemination of changes to the institution's information system data, both technically and administratively. The DIT is based on the principle of mailboxes and has created a workplace for an employee of the institution, where you can easily administer the list of data recipients and verify the delivery of data. Detailed information about receiving a DIT service is available in the Shared Services Catalog
